We update each page on a monthly, sometimes weekly, basis. When we say a page is "Complete" it simply means that we am not making any big changes at the moment, but still continue to update it. If we say a web page is "Under Construction" it means that we am currently in the process of making a big change to the page, while still updating it on my monthly/weekly basis.
