  The Humble Beginning...

 

The Minglanilla National Science High School is a non-stock, non- profit public science high school. It aims to provide free quality education for the deserving  students. These make up the story of the 9 year old MNSHS

           In 1996, with Mrs. Carmencita Denampo as Supervisor for both the high school and elementary department, founded the school and named the Minglanilla Science and Technology School. Still under Mrs. Denampo's reign, it was renamed Minglanilla School of the Future. In 1998, when Mrs. Denampo was promoted, Mrs. Rosita Sanico took over, and it was in her time that the high school and elementary department were separated. Hence, it was named the Minglanilla National Science High School. In the year 2000, Mrs. Leonida T. Lofranco took office until she move in  the Division office. However, the changing of names is not enough to measure the school's development. It also takes growth, progress, and achievements.
 

          From an enrolment of 31 high school students in 1996, the MNSHS    is now proud to have a student population of 265; from a one-section school, the MNSHS now has two for each year level; from a beginning of one- classroom setting within the premises of the Minglanilla Central School, The MNSHS now has nine classrooms, one computer laboratory, and her own campus; from a couple of dedicated teachers, the MNSHS now has a competent teaching staff of 10 faculty members and a Principal.
 

          The two classrooms was donated by Rubber World through Cebu Chinese Chambers and Industry last school year 2003. It is now the house of Faculty Room, Principal Office and Uranium section. Another rooms was constructed during  summer of 2005. President Gloria Macapagal Arroyo with the helps of  DPWH donated these classrooms right after the end of election. In the same summer, the computer laboratory is improved with the new tiles. Networking and large TV output was donated by the PTCA through Mrs. Milagros Del Socorro.
 

          The PTCA also planned to have covered court, complete the stage,  campus fencing and other laboratory equipments.
 

          In mid-year of school year 2004 Mrs. Leonida T. Lofranco was promoted as science supervisor hence Ms. Evangelina C. Largo took  charge of the administration as school care taker.

       Minglanilla National Science High School, a secondary science high school pledges itself to the realization of an efficient and effective Science High School in the Division of Cebu. It is committed to its role in achieving the overall goal of the DepEd to cater quality education. It is dedicated to the enhancement of student's knowledge, skills and aptitude in the fields of Science, Mathematics, and Computer education as preparations for the next higher level- college education, student leadership and community involvement with the vision of turning out graduates who are not only scientists, mathematicians and computer literate, but also values-oriented citizens.

STUDENT HANDBOOK ON SCHOOL RULES AND REGULATIONS

I,___________________________ a bonafide _____________________student of _____________________________________ do hereby pledge to abide with all the school rules & regulations prescribed by the Department of Education, Division of Cebu Province, Minglanilla National Science High School; That I am willing to adhere to the DepEd’s right to impose appropriate & disciplinary measures on me in case of offenses or infraction of good discipline that I may commit

School Uniform

A.       Dress Code

A standard school uniform shall be worn in school for four days. One day is spared for washday where students can wear their best Sunday dress.

B.       Shoes and Others

     Students shall wear shoes appropriate for their school uniform.
     Proper haircut for male students shall be prescribed.
     Wearing of earrings by male students will never be allowed.
     Colored/dyed hair shall never be allowed in school.

. a    School ID

           School identification card (I.D.) shall be worn daily. Students shall not be allowed entry to the school premises without wearing the proper I.D.

        Suspension/Expulsion

II.               (DepEd Order No. 92 Authority to Maintain School Discipline, s. 1992)       Suspension/Expulsion

A.        For 1st and 2nd offenses, which are not very serious in nature, a suspension for school act not to exceed three (3) days maybe authorized by the principal without prior approval of the Division Superintendent. The parents must be informed by the teacher or by the school principal for any misconduct done by their child that the disciplinary action is necessary.

B.        For a persistent offender/guilty of serious offense, a suspension of not more than one (1) year may be imposed subjects to the approval of the Division Superintendent.

C.        In all cases of suspension, a written promise of a future exemplary conduct signed by the student and countersigned by his parents or guardian shall be required as condition for readmission and must be required in case of suspension for more than three (3) days.

        Offenses

III.                  Offenses punishable by Suspension or Expulsion depending on the Seriousness of the offenses after the process:

A.        Using / possessing / selling of prohibited drugs like shabu, marijuana, etc.
     Immorality / Sexual harassment
     Gross misconduct
     Assaulting a teacher or any other school authority or his agents or students
     Smoking inside the school premises
    Vandalism or writing on the walls or destroying school property like chairs, tables,     
          windows, books, compu
ters, laboratory & others
     Gambling of any sort inside the school premises
     Membership in fraternity/ sorority or any other groups not recognized by the school
     Drinking intoxicants liquors
     Carrying and concealing deadly weapons
     Extortion or asking money for others
     Fighting causing injury to others
     Hazing or any form or manner whether inside or outside of the school premises
     Instigating leading or participating in connected activities leading to the stoppage of
           classes
      Preventing, threatening students or faculty members or school authorities from
           discharging their duties or from attending classes or entering school premises
      Forging of school records or transfer forms, clearance slips and others school
          documents
     Dishonest; cheating
     Theft, burglar

IV.          ATTENDANCE & PUNCTUALITY

A.        Regularity of attendance and punctuality are required in all classes. A student who has been absent or has been out from classes is required to present a letter of explanation from his parents or guardian.

B.        Absences—a student who incurs absences more than twenty percent (20%) of the prescribed number of days/class/ or laboratory periods during the school year should be given a failing grade or given no credits for the subject. Furthermore, the school head may at his/her discretion and in the individual case accept a student who exceeds the twenty percent limit for reasons deemed valid and acceptable to the school.

C.        Habitual tardiness especially during the first period in the morning and in the afternoon shall not be allowed.

for S & T Oriented (Engineering and Science Education Program) High Schools
(SY 2004-2005)
 


Legal Bases

(ESEP) High School


Objectives of the Program

General

To enhance the learners’ scientific and technological knowledge, skills and attitudes in a productive-edge learning community
Specific

 To enrich the science-oriented curriculum with technology integration in preparation for tertiary engineering course
 To explore multidirectional teaching and learning strategies in science and mathematics
 To engage stakeholders in the school-based monitoring and evaluation of the ESEP system


Implementation schedule

The previously identified S & T Oriented High Schools and the Learning Resource Centers (LRCs) shall implement the revised curriculum following this schedule:

First Year - SY 2004-2005
Second Year - SY 2005-2006
Third Year - SY 2006-2007
Fourth Year - SY 2007-2008
 

Organization of classes

a. There shall be an average of two (2) classes in every year level, with at least 40 students in each class


Grading System

a. The special science classes shall follow the grading system issued by DepED (refer to DepED Order No. 33, s. 2004).

Admission of students

Those students who are qualified to take an admission test shall come from the upper 10% of the graduating class of the elementary level. This applicants should not have below 85% in their Math, Science and English Subjects. 

Admission tests are to be administered by the Division Science/Mathematics Supervisor in coordination with the Secondary Education Division Chief. Interview Test are given by the school guidance counselor.


Transfer of students

a. The transfer of students from regular high school to S & T Oriented High Schools shall be in accordance with the following guidelines:

 Lateral transfer (school-to-school)

There shall be no lateral transfer of students from the regular high school to the S & T Oriented High Schools during the school year except when the students come from any of the other S & T Oriented High Schools.

 Vertical transfer (within the same school)

The vertical transfer of students may be allowed only in the Second Year, provided the weighted average is not lower than 85% and average grades in Science, Mathematics and English shall not be lower than 85%.

Specialization

The school shall offer only one of the following as its specialization course starting in the Second Year:

- Information and Communication Technology
- Agri/fisheries
- Civil Technology
- Electronics/Electricity


In the selection of the field of specialization, the following should be considered

    - type of community environment (agricultural, marine, etc.)
    - availability of teacher specialization in the school
    - availability of equipment
     - choice of the majority of the students

Use and maintenance of the laboratory building

1.  The laboratory classes of Special Science students should be given priority in the use of the laboratory rooms

2.   The constructed laboratory building should be used and maintained properly for the purpose for which it was constructed

Books

Special Science students should be given priority in the use of books and equipment provided by DOST.

Submission of reports

BSE shall be furnished a copy of the enrolment duly certified by the Division Science Supervisor within one (1) month after the enrolment period.

All schools involved in the program are requested to submit to BSE an End of the Schoolyear Report within one (1) month after the end of the schoolyear.

Monitoring and Evaluation

The Division Office shall conduct progress monitoring of the school on a quarterly basis.

The Regional Office shall conduct outcome evaluation at the end of the school year.

The Bureau of Secondary Education shall monitor and evaluate the program in aid of policy formulation.
