This is not as I say an analysis of the concept of freedom. It’s not as though those who use “freedom” to refer to something else are making a conceptual mistake. It is just a claim about what value in fact tends to be at issue when people talk in political contexts about the value of “freedom.” In what is to come I will sometimes say that freedom “is” or “consists in” the ability to achieve your own goals through your own efforts – or for short the ability to achieve your goals – but I do not mean such talk to be taken too seriously mine is not a claim about the meaning of the word “freedom.” But let me explain what it does have going for it. 7. Some advantages of the proposal First because its focus is upon certain sorts of ability there is a connection between the view that I am defending and our ordinary notion of freedom. Abilities as I am thinking about them are things that come in degrees you and I might both have the ability in some sense to climb Mount Everest but if you are an experienced climber with a permit and a place on an upcoming expedition then you have that ability to a greater extent than I. The degree to which you have the ability to perform some action depends upon the number and nature of the constraints upon you. To have to a certain degree the ability to achieve your goals is to be free from certain constraints to form and pursue your own goals through your own efforts. So it is not implausible to think that an ability of this sort might go by the name “freedom.” Second the view seems to capture much of what we have in mind when we talk about freedom in political contexts. Given the sorts of creatures that they are and the sorts of goals that they mortgage lender network usa inc are likely to form it is plausible to think humans are more likely to have the ability to achieve their own goals if they are educated if they have freedom of speech freedom of movement and freedom of religion if they are given the chance to profit from their own hard work and if they can think for themselves and bring up their families in the way that they choose. When we imagine political systems under which people lack freedom we imagine totalitarian regimes under which people are unable to express themselves and cannot choose their own paths in life. The libertarian might say that the ability to achieve your goals through your own efforts is seriously compromised if the government or anyone else restricts your ability to decide for yourself what to do with what is yours and he might say that giving hand-outs to those with low levels of income makes those people more dependent upon the state and hence less likely to pull themselves up through efforts of their own. The liberal might say that you have the greatest ability to form and pursue your own goals if the government respects your ability to live out your own conception of the good life. Perhaps the socialist will say that a person does not have sufficient opportunity to work towards her own goals if she is forced to choose between poverty and laboring for other people and that she does not have the ability to form goals that are truly her own if she is unable to think of herself as taking any but a subservient role in society. The republican might say that you cannot be assured of the ability to achieve your own goals if your political destiny is in the hands of others perhaps because you as a human are an inherently political creature and so any goals that are truly yours will have a political aspect or perhaps for the more instrumental reason that if you do not share in the governing of your own community then your ability to pursue your own ends is insecure. And hedonistic utilitarians (who value pleasure most of all) and certain old-fashioned conservatives (who value structure and certainty most of all) do not think it important that individuals achieve their own mortgage lender network usa inc goals so they do not think it important that individuals have the ability to do so. They may express this by saying that they do not think it important that people be free. A fourth virtue of the claim that you are free to the extent that you have the ability to achieve your own goals is that it offers an attractive story about why freedom so construed is in the eyes of most valuable. Supposing that I am right about this freedom is in a very straightforward way a precondition for the manifestation of a distinctive type of individual welfare. You cannot achieve your goals unless you have the ability to do so and so you cannot achieve your goals unless you are free. It is not just that people who are able to achieve their own goals are more likely to do so in the way perhaps that people who are not alcoholics are more likely to achieve their own goals but that this good is absolutely unavailable to those who are not in the relevant sense free. Now the fact that the ability to achieve your own goals is a necessary condition for the manifestation of a certain type of welfare is not enough to show that that ability is valuable for its own sake. For one thing those who have the ability will not always make the most of it and so it might be thought that freedom is only valuable when freedom is profitably used. For another it might argued by some that not all welfare is valuable. To give a relevant example suppose that an individual has made it his goal to do some very evil thing but that he experiences a disabling attack of conscience every time he tries to do it.
