Ripley’s Horse Aid Foundation is not a rescue.
Ripley’s HAF is a neglect prevention charity which focuses on implementing
new approaches to assist horses and their fellow equines in need of basic
care. RHAF is a registered 501-C-3 all volunteer organization providing
short term care, educational material on equine basic care, public awareness
and works incorporation with owners, animal control agencies and care facilities.

Education and Awareness
“Kids 4 Horses” This is not only an educational
project but a long term neglect prevention program. Volunteers are needed
to implement. This is a two hour hands-on workshop for 5th graders and
parents on caring for a horse.
"Cause & Effect" a comprehensive publication
giving the reader a clear outline of the basic care needed for a healthy
management program for horses/equines. This is a first of its kind
in the US and has been ready to be published for one year. Even though
no funding for publication has been found as yet, preparations have
been made to distribute first printing into 18 States to Animal Control
agencies that can then be give free to owners in the coarse of their work.
Clark County in WA State is already using this book as an effective
tool.

1) If R.H.A.F. does not have the resources
available at the time of request.
2) If a rescue is no longer registered.
3) If the equine rescuer's animals are
removed by authorities because of inhumane treatment.

has become highly successful in neglect prevention and is now expanding.
Volunteers are needed in each participating county to facilitate. Counties
that cannot gain community support will be in jeopardy of removal.

Referral Service:
When contacted by an individual Ripley’s HAF will direct their inquiry
to the rescue or agency that is most likely to be able to assist them.
Animal
Control "Hay 4 Horses" Voucher Program
The services of this program
are extensive and reach the animals in need of basic health care in participating
counties via Animal Control Agencies. Vouchers are issued to owners at
the Officer's discretion. When funds are depleted for the county,
the Animal Control Agency is informed to not issue any vouchers. This program
is not only a tool for Animal Control Agencies to be more effective under
the WA State Cruelty Codes, it also reaches out to good owners in temporary
financial duress.
Due to the serious nature of a horse in need, this program is on a pager
system and a service dispatcher responds to calls quickly. Within one to
twenty-four hours arrangements are made to provide the services requested
by the Animal Control Officer. A voucher may include one or all of the
services based on the Officer’s evaluation of the needs of each animal
at the location. The services available are 300 pounds of hay per average
size animal, one 50-pound bag of feed, salt block, hoof trim, extended
teeth float, castration, euthanasia and carcass removal
A recipient of a voucher is eligible for additional assistance by reducing
their herd by 50%. By doing so, the owner qualifies for a second assist
of 600 pounds of hay and two 50-pound bags of grain per average size equine
for each of the remaining herd. There are short-term services that
can follow an equine into a rescue and/or care facility if needed.
