Sponkane County's 2009 program is looking hopeful as volunteers are being found.  Apoximately $5,000 will be needed from donation and fundraisers as this years start up funding is only $2,500  Spokane County Regional Animal Protection Service  (SCRAPS) was the first county animal control agency  included outside of Skagit County in January of 2006. However due to not having RHAF volunteers in that area the program was placed on HOLD.
